In accordance with the delegated authority provided by regulations as published under Title 36 Code of Federal Regulations, Chapter 1, Parts 1 through 7, authorized by Title 16 United States Code, Section 3, the following regulatory provisions are established for the management, protection, and public use of Grand Canyon National Park.

Unless otherwise stated, these regulatory provisions apply in addition to the requirements contained elsewhere in Title 36 Code of Federal Regulations, Chapter 1, Parts 1 through 7.

The closures and restrictions delineated in this compendium do not apply to official/administrative use or applications (36 CFR 1.2(d) and 1.5(a)).

This Compendium supersedes all previous releases. All prior releases are rescinded.

CODE OF FEDERAL REGULATIONS
TITLE 36, CHAPTER 1

SECTION 1.5 (36 CFR) - Closures and Public Use Limits/Restrictions

(a) The following geographical areas and/or roads within Grand Canyon National Park are closed to public use or are restricted by specific activities and/or specific times for specific activities:
Areas Closed To General Public Presence, Use, and Access:
 General:
  • All government and/or private housing areas, including but not limited to access roads, residences, outbuildings, yards, and pathways. This closure shall not apply to residents, guests of residents, or persons engaged in legitimate governmental activities or permitted business activities.
  • The interior of all government and concession buildings except for designated public lobbies or public business areas. This closure shall not apply to persons in non-public areas who have been granted specific permission by the National Park Service or another authorized federal agency, the licensed concessionaire, or their representatives, or those who are under escort of employees who are acting within the scope of their employment.

South Rim District:

  • Grand Canyon School and adjacent school grounds and parking areas. This closure shall not apply to persons engaged in legitimate school business or school sponsored/sanctioned activities.
  • South Rim Helibase and Fire Compound, as defined by the fence line and/or the road and clear-cut tree line, including the Helibase, Firebase, Engine Bay/Fire Cache, and the Fire Administrative Office, and access road.
  • Hopi Fire Tower and Access Road
  • South Rim Powder Magazine and Access Road
  • South Rim Sanitary Landfill and Access Road
  • South Rim Firearms Range
  • Southgate dirt parking area and access road.
  • Maricopa Point Endangered Plant Area

Desert View District:

  • Desert View Sewage Treatment Plant Complex and Access Road
  • Desert View Dry Dump and Access Road
  • Access Road to Grandview Fire Tower and Power Line Access Road

Corridor District:

  • Established "helispots" at Indian Gardens and Phantom Ranch, as defined by the marked perimeters of those facilities.

Wilderness District:

  • Hopi Salt Mines, extending from river mile 62 to river mile 62.5 on the southeast side of the Colorado River.
  • Maricopa Point Endangered Plan Area
  • Hance Mine (in Asbestos Canyon south of Hance Rapid)
  • Bass Mine (in Hakatai Canyon and the area immediately surrounding the mine tailings and waste rock areas)
  • Furnace Flats from 71.0 to mile 71.3 on the north side of the Colorado River.
  • Anasazi Bridge

North Rim District:

  • Lindberg Hill Dry Storage Area and Access Road
  • North Rim Sewage Treatment Plant Complex and Access Road
Areas Closed To General Public Presence, Use, and Access Except During Specified Times of Day:
 General:
  • All government and concession public lobbies and business areas are closed to public use and access except during posted hours of operation.
Areas Closed To General Public Presence, Use, and Access Except During Specified Times of Year:
  • The North Kaibab Trail from Roaring Springs to the North Rim is closed during the fall, winter, and spring, as posted and announced/published by the Superintendent.
  • North Rim Village complex, as posted and published/announced by the Superintendent.
Areas Restricted To Public Presence, Use, and Access By Permit Only:
 General:
A valid permit issued by the Superintendent is required for all access to, use of, and presence within all caves and mines within Grand Canyon National Park. For purposes of this section, a cave is defined as,
"Any naturally occurring void, cavity, recess, or system of interconnected passages beneath the surface of the earth or within a cliff or ledge, including any cave resource therein, and which is large enough to permit a person to enter, whether the entrance is excavated or naturally formed. Such term shall include any natural pit, sinkhole, or other feature that is an extension of a cave entrance or which is an integral part of the cave." (Federal Cave Resources Protection Act of 1988).

For management purposes and purposes of this section, Grand Canyon National Park extends this definition to include:

"...natural features only if they contain a twighlight zone and a zone of perpetual darkness (i.e., Redwall Cavern is not a cave). In addition, artificial anthropogenic features (i.e., mine works) which comprise a twighlight zone and a zone of perpetual darkness will be managed as caves except more latitude will be given for mitigating hazards to human health and safety."

Permits required to satisfy this section may be applied for and/or obtained at the Backcountry Permits Office.

  • West Rim Drive, during the periods extending inclusively from Memorial Day to Labor Day, provided this closure shall not apply to motor vehicles transporting disabled persons in vehicles which bear a valid "handicap" license plate or permit.
  • Fire Roads: E-1, E-2, E-3, E-4, E-4A, E-4B, E-4D, E-5, E-6, E-7, E-8, E-9, E-11, E-12, E-13, E-15

OTHER PUBLIC USE RESTRICTIONS
Personal Watercraft
The possession or use of personal watercraft (including "jet skis") is prohibited throughout Grand Canyon National Park; provided, however, that this restriction does not apply to personal watercraft that are trailered or stored in such manner as to prevent their use while in the park.

Idling Buses
Commercial buses utilizing internal combustion engines must turn off their engines while loading and unloading passengers, or while parked. This restriction does not apply to vehicles stopped on roadways in obedience to traffic control devices or orders, or as needed in response to legitimate traffic safety concerns.
RESTRICTIONS ON CERTAIN ACTIVITIES
Fishing
Fishing is prohibited from the Little Colorado River, and within 1/2 mile of the Colorado River above and below the confluence with the Colorado River.

The possession or use of any vessel on or adjacent to the Colorado River, upriver from Separation Canyon (River Mile 239) is prohibited, except pursuant to a valid permit (or contract) issued by Superintendent. This section is intended to supplement restrictions articulated in 36 CFR 7.4(b).

SECTION 2.1 (36 CFR) - Preservation of Natural, Cultural, and Archaeological Resources

(a)(4)
Using or possessing wood gathered from within the park is prohibited, with the following exceptions:
  • Driftwood below the historical high water mark along the Colorado River may be collected for aesthetic or warming fires by river permittees between October 1 and April 30.
  • Dead wood on the ground within a 30' perimeter of residences may be collected by occupants/tenants of those residences for their personal use.
(b) Leaving a designated trail or walkway within Grand Canyon National Park to shortcut between two portions of the same trail or walkway or to shortcut to an adjacent trail or walkway is prohibited.
(c)(1-2) Reasonable quantities of the following may be gathered for personal use and on-site consumption while within Grand Canyon National Park:
  • Pinyon pine nuts
  • Elderberries
  • Blackberries
  • Torcini and morel mushrooms
  • Other naturally occurring edible fruits/nuts

SECTION 2.2 (36 CFR) - Wildlife Protection

 

(d)
Wildlife lawfully taken outside of the park may be transported through the park subject to the following conditions:

(e) The use of artificial light to view wildlife is prohibited throughout Grand Canyon National Park.

SECTION 2.3 (36 CFR) - Fishing

SECTION 2.10 (36 CFR) - Camping and Food Storage

 

Camping is defined under Title 36 Code of Federal Regulations, Section 1.4(a) as "...the erecting of a tent or shelter of natural or synthetic material, preparing a sleeping bag or other bedding material for use, parking of a motor vehicle, motor home or trailer, or mooring of a vessel for the apparent purpose of overnight occupancy."
(a)
A valid permit issued by the Superintendent or his/her designated contract site manager is required for all camping within Grand Canyon National Park, except for Tuweep Campground. A permit is not required for camping at Tuweep Campground.

The following are "designated" campsites/areas:

Front-Country Sites

  • Mather Campground (fees required)
  • North Rim Campground (fees required)
  • Tuweep Campground
  • Desert View Campground (fees required)

Corridor Sites (Developed Backcountry Sites, accessible by foot or pack animal)

  • Indian Gardens (fees required
  • Phantom Ranch (fees required)
  • Cottonwood (fees required)

 

Backcountry Use Areas/Sites Where Camping Is Permitted

Camping along the Colorado River corridor is permitted only within 100 feet of the Colorado River and/or on beaches adjacent to the Colorado River.

Camping is prohibited within 200 yards of Columbine Falls.

Dumping of soapy water shall not occur within 100 yards of any river or any sidestream.

No person, party or organization (except persons engaging in Colorado River trips and backcountry trips under valid license/permit) shall be permitted to camp in Grand Canyon National Park for more than 30 days, aggregate, in a calendar year. The North Rim and Desert View Campgrounds are limited to seven (7) days per calendar year. This restriction applies to single tour companies, regardless of who made the reservation.

During the period of April 15 to October 15, all rim campground stays are limited to not more than seven (7) days. At Mather and Tuweep Campgrounds this time may be extended up to, but not exceeding, thirty (30) days during periods when campgrounds are not occupied to capacity.

Phantom Ranch, Indian Gardens, and Cottonwood Camp Sites may not be occupied for more than two (2) nights each, per trip-per party, between April 15 and October 15, and for not more than four (4) nights for the balance of the year.

(d) Food, lawfully taken wildlife and fish, garbage, and containers and equipment used to cook or store food must be kept sealed within a vehicle or fully enclosed in a non-pliable storage container that precludes access by animals. This restriction applies at the following areas, except during periods of actual food preparation and/or consumption, as required:
  • Mather Campground
  • Desert View Campground
  • North Rim and Tuweep Campgrounds
  • Indian Gardens Campground
  • Phantom Ranch Campground
  • Cottonwood Campground

 

The following areas are closed to camping or other overnight use and/or occupancy:

SECTION 2.11 (36 CFR) - Picnicking

 Picnicking is prohibited in areas posted for emergency parking and/or operations and in public buildings.

SECTION 2.12 (36 CFR) - Audio disturbances (Notation):

 Permits are not required to operate chain saws in residential areas, at specified times, pursuant to the current approved Grand Canyon Yard/Grounds Policy.

SECTION 2.13 (36 CFR) - Fires

(a)(1)
Fires are permitted if fully contained within Government-provided grills at designated sites in all Rim campgrounds and picnic areas.

Fires are permitted by residents pursuant to the Grand Canyon Yard/Grounds Policy.

Fires are permitted on Colorado River beaches ONLY when fully contained within an elevated fire pan that is a minimum of 3" deep.

Ash remains of charcoal, wood, or other fire residue must be carried out of the River Corridor with other trash and may not be deposited into the Colorado River.

SECTION 2.14 (36 CFR) - Sanitation and Refuse

(b)
All Grand Canyon backcountry users must remove their solid human waste which is not otherwise deposited into approved sanitary facilities.

All river users must carry a washable, reusable toilet system and remove solid waste from the river corridor.

All Grand Canyon river and/or corridor users (within 100 yards of the Colorado River) without access to approved sanitary facilities must urinate directly into the Colorado River.

SECTION 2.15 (36 CFR) - Pets

(a)(1)
Pets are prohibited at the following areas:
  • Below the rim of the Grand Canyon.
  • All areas of proposed or designated Wilderness.
  • Bright Angel Point Trail
  • Other areas as stipulated in the current approved Grand Canyon Pet Policy (see attached). That policy is hereby adopted and made a part of this compendium.

These restrictions do not apply to guide dogs accompanying visually impaired persons or hearing ear dogs accompanying hearing impaired persons)

SECTION 2.16 (36 CFR) - Horses and Pack Animals

 Horses, mules, and burros are designated as "pack animals" (36 CFR 1.4(a)). The use of horses and mules is allowed on existing unpaved roads within Grand Canyon National Park. These roads are designated as corridors of use for equestrians traffic. The following roads are designated as equestrian routes:

 

South Rim (Note: Road Numbers replicated on North Rim are not included in this designation)
E-1, E-2, E-3, E-4, E-4A, E-4B, E-5, E-6, E-7, E-8, E-9, E-11, E-12, E-13, E-15; W-1, W-4, W-6, W-6A, W-8, W-8A, W-9 (except from FS-328 to W-9A), W-9B; Power Line Road(s)
(g) The riding or leading of horses and/or pack animals is prohibited on paved roads and paved trails except where such travel is necessary to gain access to or from designated trails.

Horseback riding and the use of pack animals below the rim is prohibited on all backcountry trails except the Bright Angel, South Kaibab, North Kaibab, Plateau Point, and Whitmore Trails, and the section of Tonto Trail between the Bright Angel and South Kaibab Trails.

Cross-country stock travel is prohibited.

There is a limit of 12 animals per party and 5 pack animals per packer.

Loose herding is prohibited.

The use of riding and/or pack animals other than horses, mules, or burros is prohibited.

SECTION 2.18 (36 CFR) - Snowmobiles

(c)
Snowmobile operation/use is prohibited throughout Grand Canyon National Park.

SECTION 2.20 (36 CFR) - Skating

 Using roller skates, skateboards, roller skis, coasting vehicles, or similar devices (including in-line skates) is prohibited except in the following areas, by park residents or their guests:
  • residential streets and driveways
  • paved bike/pedestrian paths within residential areas
  • paved areas of the Grand Canyon School and Community Center; provided, however, that this authorization does not apply to roads, streets, or adjacent parking areas utilized for motor vehicle traffic.

SECTION 2.21 (36 CFR) - Smoking

 Smoking is prohibited within all public-use buildings and government offices. This restriction does not apply to hotel or guest lodging rented/leased for private use or occupancy.

SECTION 2.22 (36 CFR) - Property

(a)(2)

Visitors on authorized backcountry or river trips are permitted to leave their vehicles unattended but legally parked for the period of their permit.

Personal property may be left unattended at developed campgrounds for more than 24 hours if campsite user fees have been paid in advance.

SECTION 2.35 (36 CFR) - Alcoholic Beverages and Controlled Substances

(3)(i)
The following areas are closed to the consumption of alcoholic beverages and/or to the possession of a bottle, can or other receptacle containing an alcoholic beverage that is open, or that has been opened, or whose seal is broken or the contents of which have been partially removed:
  • The Shrine of the Ages (except under authorization of a valid permit issued by the Superintendent)
  • The area within Grand Canyon Village bounded by Center Rd. to the east, Albright Ave. to the north and west, and Boulder St. to the south, including all school grounds and buildings, parking lots, day-care center, recreational fields and recreation center; provided, however, that this closure/restriction shall not apply to residents (and guests) of quarters (both permanent and temporary) within this area while utilizing those quarters or provided outside picnic facilities; nor shall it apply to persons serving/consuming alcoholic beverages at the recreation center or ramada, pursuant to a valid permit. This restriction is intended to supplement - but not replace - restrictions on the possession/consumption of alcoholic beverages within school zones that are imposed under state law.

SECTION 2.36 (36 CFR) - Gambling

 The sale of Arizona State Lottery Tickets is prohibited within Grand Canyon National Park.

SECTION 2.51(c)(e) (36 CFR) - Locations Available For Public Assemblies

SECTION 2.62 (36 CFR) - Memorialization

 The scattering of human ashes is allowed pursuant to the terms and conditions of a valid permit that has been issued by the Superintendent.

SECTION 3.3 (36 CFR) - Permits

 A valid permit issued by the Superintendent is required for all private and commercial river trips on the Colorado River above Diamond Creek, Mile 224 (see, also, 36 CFR 7.4(b)(3)).

SECTION 3.20 (36 CFR) - Water skiing

 Water skiing is prohibited within Grand Canyon National Park

SECTION 3.21 (36 CFR) - Swimming and bathing

(a)(1)
There are no areas within Grand Canyon National Park designated as swimming beaches.

SECTION 4.30 (36 CFR) - Bicycles

 Human powered bicycles are allowed on existing non-wilderness roads within Grand Canyon National Park. These roads are designated as corridors of use for non-motorized traffic, including bicycles, equestrians, and foot traffic. The following roads are designated as bicycle routes:
